Foreign Office Reviewed Hundreds of Gaza Strike Cases, Found a War Crime in Just One, Channel 4 Investigation Shows

A British government unit tasked with assessing whether Israel's conduct in Gaza violated international humanitarian law reviewed hundreds of cases over three years. It concluded a possible breach in exactly one: the killing of seven World Central Kitchen aid workers, including three British citizens.
That finding is at the center of a Channel 4 documentary, Britain's Gaza Secrets Exposed, reported by Ramita Navai, which obtained internal Foreign Office assessments of Israeli military actions in Gaza. The documents, according to the investigation, show officials repeatedly declining to label strikes as war crimes even in cases involving large civilian death tolls and prior UN warnings about the targets.
Among the cases examined was the killing of five-year-old Hind Rajab, who was trapped for three hours in a car with her dead relatives after Israeli soldiers opened fire on the vehicle. Rescuers sent to reach her were also killed, along with the child. The Foreign Office assessment cited "insufficient evidence" to conclude a breach of international law, according to the documentary.

The documents also covered the November 2023 strike on Al-Fakhoura school in Jabalia refugee camp, which killed dozens of people, including women and children, despite the UN having marked the building as a shelter and shared its coordinates with the Israeli military. Officials did not classify it a war crime. The same conclusion was reached after 48 members of the Elian family were killed in Nuseirat, and after a strike on a Medical Aid for Palestinians compound that housed four British doctors.
The arms kept moving
While the assessments accumulated, British firms exported millions of pounds worth of weaponry to Israel, according to the documentary. UK and international law bar weapons exports to states where there is reason to suspect war crimes are being committed, which is why the Foreign Office unit was assessing Israeli conduct in the first place. The reporting suggests that in case after case, the legal bar for a war-crimes finding was not met, keeping that export question effectively closed even as civilian casualties mounted.
